A $35 license, no exam, and your whole family is covered for ten years. GMRS bridges the gap between toy walkie-talkies and the commitment of ham radio.
The step up from walkie-talkies
If you've read our FRS and GMRS overview, you know the basics: FRS walkie-talkies are license-free and work at short range, while GMRS offers more power, better antennas, and access to repeaters. This page goes deeper into everything GMRS makes possible once you have the license in hand.
GMRS operates on 30 UHF channels around 462 and 467 MHz under FCC Part 95, Subpart E.1 The license allows up to 50 watts of transmitter power, external antennas of any height, vehicle-mounted mobile radios, home base stations, and access to repeater networks that can extend a handheld radio's reach from a few miles to 20 or more.
The practical value is straightforward. A handheld FRS radio in a suburban neighborhood reaches one to two miles on a good day. A GMRS handheld with a better antenna reaches three to five. A GMRS mobile radio mounted in a vehicle with a roof antenna reaches five to fifteen. Hit a repeater on a hilltop, and that same radio can reach across a county.
And here's what makes GMRS particularly useful for households: FRS and GMRS share channels 1 through 22 on the same frequencies. A GMRS base station with an external antenna can talk to every FRS walkie-talkie in the neighborhood. Your licensed GMRS radio becomes the hub. Your neighbors' $25 walkie-talkies are the spokes. No one else needs a license to listen and talk on FRS channels.
Ten minutes, no exam
The entire process happens online through two FCC websites. No test, no appointment, no visit to a testing center.
Go to the FCC's CORES registration system and create an account. This gives you a free FCC Registration Number (FRN), which is your ID for all FCC filings. Takes about two minutes.
Log into the FCC's Universal Licensing System (ULS) using your FRN. Click "Apply for a New License." From the radio service dropdown, select ZA - General Mobile Radio Service. Work through the application questions. They are straightforward certifications, nothing technical.
After submitting, the system directs you to payment. The fee was reduced from $70 to $35 in April 2022.2 Pay promptly. The FCC can dismiss applications with unpaid fees.
Most applications are processed within a few business days, and many are approved within minutes of payment. You'll receive a unique call sign (like WRXX000) that identifies your station. Use it at the beginning and end of your transmissions.
Who your license covers
One GMRS license covers your entire immediate family: spouse, children, parents, grandparents, aunts, uncles, and in-laws. Everyone operates under the same call sign. This is one of the broadest family-coverage definitions in the FCC's radio services.3 It does not cover friends, neighbors, or coworkers. Each unrelated household needs its own $35 license.
Renewal
Your license is valid for 10 years. Renewal follows the same ULS process and costs the same $35. Your call sign stays the same. At $3.50 per year, it's one of the least expensive licenses the FCC issues.
Choosing your radio
GMRS radios come in three form factors. Most households benefit from starting with a handheld and adding a mobile or base station when they're ready to extend range.
Portable
$25 to $80
The same walkie-talkie form factor as FRS, but with higher power (typically 5 watts) and the ability to use aftermarket antennas. Runs on rechargeable batteries. Carry in your hand, clip to a pack, keep in the glove box.
Range: 1 to 5 miles, depending on terrain. Through a repeater: 20+ miles.
Vehicle
$120 to $260
A compact radio mounted under the dash or in the center console, powered by the vehicle's electrical system, connected to an external antenna on the roof or trunk. Typically 15 to 50 watts. Some kits include the radio, microphone, antenna, and mounting hardware in one package.
Range: 5 to 15 miles simplex. Through a repeater: county-wide coverage.

$150 to $300 total
A mobile radio run from a 12-volt power supply at home, connected to an external antenna mounted on the roof or eaves. This is your neighborhood communications hub. The same radio that goes in a vehicle works as a base station with a different power source and a better antenna.
Range: 5 to 20 miles simplex. Through a repeater: region-wide.
The antenna is the upgrade that matters most. A rooftop antenna on a base station transforms coverage from "maybe the next block" to "every house in the subdivision." For a vehicle, a magnetic-mount antenna on the roof outperforms any handheld antenna by a wide margin. Height and antenna quality always outperform raw wattage.
Start with handhelds. Two GMRS handhelds in the $30 to $60 range give your household working voice communication with no installation required. When you're ready for more range, add a mobile or base station radio. The handhelds remain useful as portable units.
Extended range
A repeater is a relay station mounted on a hilltop, tower, or tall building. It listens on one frequency (the input) and simultaneously retransmits on another (the output). This duplex operation overcomes the fundamental limitation of handheld radios: line of sight. A handheld that reaches 3 miles on its own can reach 20 to 50 miles through a well-placed repeater.4
GMRS channels 15R through 22R are designated as repeater pairs. Each pair uses a specific input and output frequency separated by 5 MHz. Your radio handles the frequency switching automatically when you select a repeater channel. Many repeaters also require a CTCSS tone (a sub-audible access tone) to activate. You program this tone into your radio when you set up the channel.
Several online directories list publicly accessible GMRS repeaters by location. The myGMRS.com repeater directory is the most widely used. Enter your ZIP code or city and you'll see nearby repeaters with their channel, tone, and status. Many are operated by radio clubs and community organizations and are open to all licensed GMRS users.
Not every area has GMRS repeater coverage. Rural and mountainous areas may have gaps. If there's no public repeater near you, that's a reason to consider building a neighborhood network with direct (simplex) communication between base stations, not a reason to dismiss GMRS.
Compact, battery-powered GMRS repeaters now exist that can be mounted in a vehicle or deployed temporarily at a high point during an emergency. These are particularly useful for off-road groups, event coordination, and community emergency response teams that need flexible coverage in areas without permanent repeater infrastructure.
Staying organized
A channel plan is simply a written agreement about which channels your household or neighborhood will use and when. Without one, people waste time scanning frequencies during exactly the moments when speed matters most.
A simple plan needs four elements:
Primary channel
One channel for routine communication. Everyone defaults here. Choose a GMRS simplex channel (15 through 22) or a shared FRS/GMRS channel if you need to talk with unlicensed neighbors on FRS radios.
Backup channel
A second channel in case the primary is busy or experiencing interference. Everyone knows to move here if the primary isn't working.
Repeater channel
If local repeater coverage is available, program the repeater pair and access tone. This channel extends your reach significantly and serves as a way to contact people farther away.
Check-in schedule
A set time when everyone turns on their radio and confirms they're okay. Once a day during extended disruptions is common: "Every evening at 7:00 PM on channel 17." Keep it simple enough that a child can remember it.
Use plain-language names
Label channels by purpose, not number. "Primary," "Backup," and "Repeater" are easier to teach quickly than "Channel 17 with privacy code 21." Write it on the paper contact card your family carries. Use a CTCSS privacy code on your primary channel to reduce chatter from other users on the same frequency, but remember that privacy codes do not provide actual privacy. They filter incoming audio, not outgoing transmissions.
Community capability
A neighborhood radio net does not require every household to get a license or buy expensive equipment. The model that works is simpler than that.
One or two households get GMRS licenses and set up base stations with external antennas. These become the neighborhood hub, able to reach across the entire area and, through repeaters, connect to the wider region. Other households buy inexpensive FRS walkie-talkies ($25 to $50 for a pair, no license needed). Because FRS and GMRS share channels 1 through 22, the hub and the spokes can talk to each other.
The hub household runs welfare checks during an outage, relays information from official sources picked up on a weather radio, and coordinates with other GMRS operators across the area. The neighbors with FRS radios can request help, share information, and confirm they're safe.
After Hurricane Helene disrupted communications across western North Carolina in 2025, the Damascus Area Radio Network organized a community GMRS network with regular meetings and field exercises. Their goal was to have a tested, working communication system in place before the next event, not scrambling to assemble one during it.
A neighborhood net doesn't need to be that formal. Four or five participating households is enough to be useful. The structure is minimal:
That structure supports welfare checks, road condition updates, supply coordination, and routing requests to mutual aid organizations. Good operating habits matter more than expensive equipment.
Avoid these
Manufacturer range claims like "36 miles" refer to ideal line-of-sight conditions that essentially never occur in real use. Plan for 1 to 5 miles with a handheld, 5 to 15 with a mobile radio and external antenna, and 20+ through a repeater. Test your actual range in your actual terrain.
The rubber-duck antenna that comes with a handheld radio is a compromise between portability and performance. For a base station or vehicle installation, an external antenna is not optional. It is the single upgrade that transforms a GMRS radio from a glorified walkie-talkie into a real communication tool.
Three families with GMRS radios and no agreed-upon channel, check-in time, or operating procedure are three families who will waste the first hour of an emergency trying to find each other on the radio. Write the plan on paper. Give a copy to every household. Practice once.
Transmitting on GMRS channels above 2 watts without a license is technically illegal under FCC rules. Enforcement at the individual level is uncommon, but the license costs $35, requires no exam, and takes ten minutes. There's no good reason to skip it.
A radio you've never tested is a radio you don't know how to use. Charge the batteries. Program your channels. Talk to your family. Walk the neighborhood and note where coverage fades. Do this on a Saturday morning, not during a power outage.
