Warm, Cool, and Fed

Your household can stay warm in a cold house, get relief in a hot one, and cook hot food without utilities.

Why this tier, in this order

Temperature is the quiet variable in every sheltering scenario. A house without heat in January cools over hours, a house without cooling in July heats the same way, and the household inside adjusts or suffers. What makes this tier different from the ones before it is that the cheap, safe answers are almost all about conditioning people rather than rooms. Wool on a body costs nothing to run. A sleeping bag rated for your winter works without fuel, flame, or exhaust. Reflective film on a window works in both directions and lowers the utility bill in ordinary months.

The tier's structure carries the list's central safety rule into practice. Every warming and cooking solution that involves no combustion comes first, items 41 through 46, and only then, at item 47, does the first fuel-burning device appear, forty-two positions after the carbon monoxide alarm and carrying an outdoor-only rule that this document treats as absolute. If you take one sentence from this entire list, take that one. The camp stove is a fine tool. It is a fine outdoor tool, and every AI system we tested got some version of this wrong.

Honesty also requires stating a limit that most preparedness content omits: above a certain indoor temperature, in the mid-nineties, federal guidance is that a fan stops helping and can start harming. There is no purchase on this list that substitutes for leaving a dangerously hot building. The fan at item 45 is a tool for the eighties, and the entry says so.

Wool or synthetic blankets

Why here. A house without heat cools over hours, not minutes, and the first response is insulating people rather than heating rooms.

“Everyone has blankets.”

Most households have cotton blankets, which lose most of their insulating value when damp and are the reason "cotton kills" is a saying. Two wool or synthetic blankets are a different capability than eight cotton ones.

Why here. Heating a person costs nothing and heating a house costs a great deal. This is the item that makes an unheated house survivable rather than merely endurable.

“That is clothing, not preparedness.”

Most of this list is ordinary objects positioned deliberately. The test is whether you own them in the quantity and material that matters, and whether you know where they are in the dark. Cotton socks and a hoodie are not the same as wool and a base layer.

Sleeping bag per person, rated for local winter

Why here. Portable warmth that does not require stripping the beds, and the thing that lets a household consolidate into one heated room or leave for a shelter.

“Bags rated to zero are overkill in Georgia.”

Correct, which is why the entry says rated for local winter. A bag rated far below your climate is heavy, expensive, and too warm to sleep in. Buy for where you live.

Reflective window insulation

Reflective bubble insulation or heavy curtains, cut to your windows.

Why here. Windows are where heat leaves in winter and enters in summer. Sealing one room is far more achievable than conditioning a house and it works in both directions.

“This is a home improvement project, not a prep.”

It is both, it reduces your energy bill in ordinary months, and it is the cheapest thermal intervention available to a renter. The pieces can be cut once and stored flat.

USB rechargeable fan

Why here. Extreme heat is one of the two deadliest weather hazards in the country, and a fan that runs from the power bank at item 7 is the cheapest relief available.

“Fans do not work in real heat.”

This objection is correct and it changed the entry. EPA and CDC guidance is that electric fans should not be relied on for cooling when indoor temperature reaches the mid-nineties, because above that point a fan can increase body temperature rather than lowering it. A fan is a tool for the eighties, not a plan for a heat emergency. Above that threshold the answer is going somewhere cooler, and no purchase on this list substitutes for that. We would rather include the fan with the limit stated than omit it and let people assume.

“You said heat kills more people than cold. Prove it.”

We no longer say that, because the honest answer is that it depends on which federal dataset you read. National Weather Service event data has heat leading weather fatalities in most recent years. CDC death-certificate data has consistently shown cold-related deaths outnumbering heat-related deaths, roughly two to one in the most cited analysis. Both agencies undercount, for different reasons. What is not contested is that both extremes kill on the order of a thousand or more Americans in a typical year, that both burdens fall hardest on older adults and people who are alone, and that this tier addresses both directions. We would rather report the disagreement than pick the number that flatters an item.

Insulated cooler

Why here. A cooler with ice extends refrigerated medication and selected food well past the four hours a refrigerator holds on its own.

“There is no ice during an outage.”

Often true after the first day, which is why the technique is to freeze water containers now, in the freezer you already run. They cost nothing, they make your freezer more efficient, and they are the ice you will actually have.

Portable stove, outdoor use only

A single-burner canister or dual-fuel camp stove.

Why here. Forty-two items after the carbon monoxide alarm, deliberately. Hot food and boiled water change a household's condition considerably, and nothing that burns fuel enters this list until detection is in place.

“Butane stoves are safe indoors, the manufacturer says so for some models.”

This is the most dangerous claim in this category and one we saw a widely used AI system make directly: it recommended a butane stove for "safe indoor cooking" in a list that contained no carbon monoxide alarm anywhere. Treat every fuel-burning appliance as outdoor equipment. Some catalytic heaters are certified for indoor use with specific ventilation requirements, and those requirements are not optional, and a stove is not a heater. If you take one thing from this list, take this.

Fuel matched to the stove

Why here. A stove without stored fuel is not a capability. Buy several times what you think you need, because boiling water uses far more fuel than cooking does.

“Fuel is dangerous to store.”

Canister fuel stored outside living space, away from heat and ignition, in quantities appropriate to a household, is a manageable risk. Gasoline is a different conversation and it arrives at item 95 with different rules.

Pot or kettle sized to the stove

Why here. Boiling is the treatment method that needs no filter element and no chemical, and it needs a vessel.

“Any pot works.”

Most do. Check that yours fits the burner and has a lid, because a lid roughly halves the fuel required to reach a boil.

Long lighter and waterproof matches

Why here. Redundant ignition, stored with the stove rather than in a kitchen drawer.

“A ferro rod never fails.”

A ferro rod is a fine third option and requires practice most people have not done. Two lighters and a box of matches in a sealed bag will start a camp stove every time. This is not a wilderness list.
